19% of Americans surveyed in February 2008 said they plan to spend on consumer electronics in the next 90 days, the lowest percentage since the company began measuring in 2002 and a 20% decrease from November 2007, ChangeWave said. Among consumers expecting to receive a tax rebate this spring, only 7% said they are likely to spend it on electronics. 33% plan to pay down debt, 23% will invest the rebate and 21% expect to save it. 30% of households owned one of the newer TVs in early March 2008, compared with 24.9% in early January 2008.
