March 2005 survey of 50 CIOs from US organizations found that 74% plan to hire internal information technology staff in the near term. That figure is up from 48% in Q4 2004. CIOs are still planning to push more of their tech tasks to low-wage countries. IN 2004, the CIOs surveyed said, 0.9% of their budgets for IT services was spent offshore, a figure expected to rise to 1.1% in 2005 and 1.6% over the next 2-3 years.
